            The bill, as promised to constituents during the elections is meant to protect women from the effects of violent activities and from a violent environment in general. Women are the biggest victims of violence and being a weaker gender, more laws and regulations need to be stipulated in order to protect women from acts and activities of violence in their environments.

The bill is relevant to every constituency in the aspect that violence against the female gender is found everywhere. There are no places, countrywide where women do not undergo violence. The greatest source of violence against women is from the male gender and women need to be legally protected. The bill is not meant to favor women against men but to ensure that women are safe from unfriendly and dangerous environments. Though there currently are legislations and stipulations that are meant to protect women from violence, there needs to be more stringent regulations and the bill is meant to ensure that these regulations are effected and strengthened to see a society where women are not victims of violence. There needs to be a society where women live in peace and where they are accorded the respect they deserve.

Currently, the issue of violence against women has been trending in world media and the most recent case is one that was cited in Egypt during the inauguration of the current Egyptian president. From what has been trending in the media, it can be established that violence against women is indeed an act that needs the legislation of more stringent legislations.

            Currently, there exist various legislations that are meant to ensure that women are protected from violent activities. Current legislations however need to be supplemented so that the legal shield to women against violence can be facilitated better and enhanced. Most notable legislation shielding women against violence is the Violence against Women Act, a legislation that was enacted in the year 1994. The act has played an integral role in helping protect women against an ever existent violent environment.

            According to the current legislation, the government dedicates and has allocated an estimated $1.7 billion towards carrying out investigations and subsequent taking of necessary action against individuals who commit and engage in violent activities against women. Before the bill was enacted and subsequently passed, movements earlier were driven towards ensuring that women are protected against violence.

            The legislation not only aims at protecting women from violence in their homes but it has been more effective in preventing and protecting women against sexual violence. The act’s major role is ensuring that adequate funds are allocated towards quelling violence against women.

            By the time the legislation was passed, the funds it allocated were relatively few compared to the current decade and expenses required at the moment. Therefore, the bill requires to be restructured and be formulated better in an attempt to increase the funding to help increase the funds being allocated to protecting women and bringing to justice, culprits who commit violence against women.

            The bill was initially opposed since it was seen as a move to intimidate and harass men. The establishment of what activities that can be classified and categorized to be violent activities against women was also a point of contention for the bill and this is still a contentious issue. The bill faces opposition from enactments that are meant to protect men from violence and establishing a clear line and distinction of what acts of violence women can commit against women is still an issue of discussion. The bill also faced opposition from one of the political wings while one wing intended to extend the protections that the bill provided towards protecting women against violence.

            Legislation of protection of women against violence

PURPOSE:

            The bill is meant and directed towards ensuring that women are protected against violence and violent activities. The bill aims at pushing for allocation of more resources towards the financing of activities that are meant to shield women in the society against women. Other than resources, the bill aims at seeing to it that the kind of punishment that individuals that perpetrate violent activities against women get is stiffened and made more stringent. The bill is meant to enforce the current legislation more and ensure that it creates a greater difference in reducing violence against women.

SECT 1: SHORT TITLE

a)      The bill may be regarded and referred to as protection of women against violence activities

SECT 2: DEFINITIONS

i)                    Violence- These are those activities that can be classified and regarded to be violent and that directly or indirectly influence the physical or psychological wellbeing of women.

ii)                  Violent activities can be classified as crime and they may include; rape, displacement, assault, forcing women to change sex for other supplies and other forms of sexual assault and violence.

iii)                Women- vary from young girls to the elderly, provided one falls in the category of the feminine gender.

SECT 3: WORKING OF THE BILL

 The bill will work through enhancement and strengthening of current legislation on violence against the female gender. The bill will also work by making sure that the consequences that individuals who subject women to violence suffer are serious so that the engagement in this violence may be stemmed down.

SECT 4: FUNCTION

            The bill will function by first raising awareness and defining clearly what violence against women is and determining the consequence that engagement in each criminal act by an individual suffers. The bill will further push for increment of funds allocated to handling of violent cases against women and this is expected to enhance effectiveness.

SECT5: REGULATIONS

a)      Cases against women violence to be investigated first and thoroughly to establish the extent of violence and get real evidence.

b)      Women involvement and contribution towards the violence be established before punishment is issued or enacted.

SECT6: PENALTIES

a) Individuals to pay heavy fines if found guilty of committing violent activities and crimes against women.

b)      Individuals found guilty to serve long sentences and be punished for their crimes.

c)      Further engagement in violence activities against women after serving sentence or paying fines to be followed is not less than 25 years jail time and correctional programmed to be instituted.

      The bill is to be implemented and taken up as law upon being signed by the president into law. After the assent, the law and its regulations are to take effect immediately.
